HELP - Administrator can not open User Accounts Control Panel

Hi,

When I click on the User Accounts icon in the control
panel I get the following error: "Windows cannot open the
User Accounts control Panel".


I can change passwords by typing in "control
userpasswords2" at the run prompt. I tried typing
in "control userpasswords" to get to the User Accounts
Control Panel and I get the same error.

I even booted in safe mode & logged in as the
administrator (did not hit crtl-alt -del 2x)& I still get
the same error.

It also seems that the Administrator accounts do not have
the "rights" they should have. When browsing
the "Documents & Setting" folder, the Administrator can
not see ALL of the files in other user's directories.
Also, I had a problem writing to the registry when trying
to install MBSA.

Any ideas in getting into the User Accounts Control Panel
and getting the "Administrators" use back to "normal"
(having the rights that it should have) would be
appreiciated.


Note: this computer is running XP Pro with SP2.

I hope that the administrator password is not changed by
user and you are able to login as administrator. If so you
can take the ownership.
