powerpoint - can movies be played in background

1. I want to run a movie in the back ground and have other objects fade in
and out infront of the movie, is this possible in Powerpoint without much
programming?

2. Also i have made a master slide that has a title bar at the bottom that
i always want to be over the top of any media / images in my presentation,
and i keep having to copy and paste another title bar at the bottom so that
it is at the front. Is there any way i can change the master to be a
foreground master instead of a background master?

Not really, PowerPoint has no provisions for this. With that said there are
some third party add ins that may help.
