Powercfg Control Panel item broken

Biff is a Windows 2000 Server box with SP 4.

At one point, it was infected by CoolWeb. This issue was resolved by
running HijackThis.

Now, there is a problem. Namely, its Power Management applet in the Control
Panel is missing and broken.

Missing:
I verified that c:/WINNT/System32/powercfg.cpl is present.
I verified that removing other .cpl files results in the Control Panel
losing items.
I verified that the "don't load" registry key does not list powercfg.cpl.
I verified that the group policies don't hide the applet.
I verified that Control.ini does not hide the applet.

Questions: Why is the applet missing? What else can I check to make the
applet appear?

Broken:
I tried clicking on powercfg.cpl. No discernible effect. I don't think any
process even opens.
I verified that clicking results in "run with Control Panel".
I tried running "rundll32.exe shell32.dll,Control_RunDLL powercfg.cpl".
Other applets will run when clicked on and through the command line.
I tried replacing powercfg.cpl with files from other computers running the
same setup as Biff, with no results.
I checked all registry entries referring to powercfg.cpl, using another
computer as a reference, and nothing was out of the ordinary.

Question: Why is the applet not running? What can I do to get the applet to
run?

Oy!
The reason is that I was accessing Biff through Terminal Services, which
irretrievably hides AND disables the power management applet. Logging in
directly resolves the issue.

This is what happens when you just start working at some place and people
tell you to fix things. They might not be broken, which makes fixing them
very difficult!
