don't have access to certain control panel applet

even though i am logged into the default "Administrator" account, I
don't have access to "Network and Dial Up Connections" control panel
applet. How can i un-restrict its access so that I can access it?

What is the exact error message? What is/are the recorded error(s) in
the Event Log (Event Viewer) when the error happens?

If it is really a permissions issue the only thing I can think of would
be to restore the whole set of NTFS permissions, that would undo all
your security settings that you have been tweaking for the past little
while. You probably changed the permissions on one item only but the
question is which one? Maybe look at the permissions on Ncpa.cpl and/or
Netcpl.cpl. Can you launch it from the command prompt or Run dialogue
box ( control netcpl.cpl ) Did you by any change use TweakUI to change
something?
