Power Supply fan

My GW 1000 Select pc with AMD Athlon motherboard comes with a 250 watt power
supply. I notice that the fan on the CPU is always spinning, but not the
fan on the Power Supply.

When is this supposed to come on? All the time? OR just at overheat time?

Does the fan on the PSU ever come on? If so it's probably a thermally
controlled fan and comes on when the PSU gets warm. Usually though a
thermally controlled fan still comes on at boot up but at a low rpm
and then increases rpm as the PSU gets hotter. Check with the
manufacturer to see if this is the case or not.

Nope.. its Never on. And judging by how hard it is for me to manually turn
it, its seized or burned out.. Whcih is why I just ordered a replacement. I
think this is why my new FX 5200 video card has been causing my monitor to
enter power saving state, and can only be brought back with a hard rebooot.
..Sounds like a response to too much heat to me.
