power supply fan still on when in standby

Got a hold of a 2 year old computer from a garage sale. Formatted it and
later found out that the fan woudn't turn off when i go into standby... is
that because of a BIOS/Windows setting or the fan isn't capable of turning
itslef off due to technology reasons?
 
The bios has to support the S3 sleep state. The S3 sleep state must be
enabled when the operating system is installed. I have never been successful
in enabling it after the fact.

Fans may be connected directly to the PS or to the motherboard, which
may, or may not, include functions for standby mode.
