Power settings

I get this error message when trying to change the power
settings as the domain user. "power policy manager unable
to set active policy". -Access denied. I gave this user
admin rights. I also looked all throughout the domain
group policy, and saw nothing for power settings. when I
log on locally it will allow me to change it, but there is
something with in active directory that won't allow this
user to change the settings. any help would be great.

you actually need to give registry permissions to do this, ,here is the Keys

HKLM\Software\Microsoft\Windows\Currentversion\controlsfolder\Powercfg
HKLM\System\Currentcontrolset\control\sessionmanager\power
HKCU\Control panel\powercfg
