power saving settings on a server

I was given a computer that I found out was built as a server. With all of
my hardware the only thing that makes it a server is the mobo and the bios.
It is a Dell Poweredge 400sc. I cannot get it to go into standby even
though I have the Power settings set for monitor off, standby, etc. Is this
because of the bios? How can I get this machine to go into standby?

Could be BIOS since setting the Windows power settings are not having any
affect. I would check the BIOS settings to see how they are set. I don't
recall if the BIOS on my Poweredge has accommodations for standby and such
but you can check.
