How to prevent PC from going to standby ever?

I have a pretty recent HP laptop and have deactivated all power saving
settings in the control panel. However, if no one has logged on to
Windows, after some time the laptop still goes to standby. If a user
has been logged on, standby never occurs.

How to prevent this from happening? BIOS doesn't seem to contain any
settings related to this.

Take a look at the Turn Off the Logon Screen Saver section of this article.

Kind of weird to say the least. XP power saving is hit or miss.
