Power Policy manager unable to set Active Policy?

Trying to set screen shutdown timer to "Never" through Dispaly Properties ->
Screen Saver -> Power dialogue. I get the error "Power Policy manager
unable to set Active Policy."

What is this?

I've just migrated user profiles from one domain to another using the
following procedure: (abbreviated for space).

Previous Setup: NT domain, local profiles.

Added a new 2003 server with a new AD domain. (not a migration per se)

Logged on local machine as Admin and joined the new domain
Logged in machine as pre-staged user on the new 2003 domain
Logged off and back on as local machine admin.
Copied old profile directory to new profile directory created on the machine
for the account in the 2003 domain.
Relogged as the new user on the new domain.
