power options

As admin of windows XP the power options functions to
turn off the hard drive is not responding as I have set.

Likewise the limited user has their own settings. Do the
setting in the admin mode override those of the limited
user when the limited user is logged on or do the
settings (for power options) of the limited user override?

If so how does the admin ensure the power settings that
he/she wishes are in effect when the limited user in
logged in?

There are many issues within XP when it comes to power options. However,
the power options are set in
HKEY_USERS\.DEFAULT\Control Panel\PowerCfg, if that helps.
