Power Options - Non-Admin User - "Access is Denied"

I have two levels of users on my XP Media Center 2002 PC. I am unable to set
power options for the non-admin user. when i try to save the changes i get
"Access is Denied". Further, when i set it using the admin, it doesn't carry
over to the non-admin side. My problem is that when logged in as the
non-admin user, i have no way of controlling the power options.

how do i set them so they stick?

Temporarily elevate the user to Administrator, do the changes then
revoke the Administrator privileges. There is a registry change that
you can make which grants non-Administrators permissions on the power
options.
