power options for a restricted user

How can a restricted user change their power options or power schemes ?
I have tried runas ..administrator for powercfg.cpl and powercfg.exe.
All this does is address administrator's power scheme but does not
address the user's power scheme. Any suggestions ?

Agentsmith,

This probably isn't the best way to do it but you could make the resticted
user an admin just long enough to set the power options for that account.
Once you have set the options you can change the account back to a
restricted account.

Thanks anyway. I was hoping to avoid that
