Power Options applet not working

I have two different computers, both with Windows XP Home edition, and on
both systems, the Power Options applet refuses to open. I've tried both the
control panel icon and the "power" button in desktop properties, and nothing
happens in response to either button. Any ideas on how to enable the applet?
