Power management not enables

My power management options do not seem to be enabled.
How can I enable them?

How can I change power options from my application?

I'm try to use API's: WritePwrScheme and
SetActivePwrScheme in order to disable hibernate mode
during my app is running.

I can create a new scheme with power options as NEVER,
but I can't ACTIVE this scheme.

Any idea will be welcome,
