Power management before login

After searching the newsgroups I can't find an answer to the following
question.

If I have several accounts on a winxp machine, whose power management
options would be active after everyone logs out (in winlogon screen)?
Would those be administrator's or the last person logged in or some
other way. What about the case when several users are logged in using
fast user switch?

options are per computer (hibernation and suspend
timeout).

Which per user setting is used during winlogon?

During initial boot it should be those of the Default user - see the
registry key HKEY_USERS\.Default

When switching users it probably remains those of the last one until a
new user has logged in
