Hanging on "Applying your Personal Settings"

I have an XP SP3 domain user whose system hangs on "Applying your Personal
Settings.." for a long period of time after entering his domain credentials.
I tried logging in using a different domain account (domain admin) and it
logged in successfully.

I've already deleted the old domain account profile for this user and
re-created the profile. After doing that, I was able to login and setup the
profile, but when I logged off and logged back in, the problem re-occured.
Any ideas?
 
Enable userenv and winlogon logging and retry logon with the same account,
when it gets stuck again, look at the logs to check the point of failures.
There are MS KB articles for enabling winlogon logging and userenv logging.
