Failure To Retain User Login - XP SP3

I am experiencing a failure of the OS to retain personal settings for the
logged in user.
After a period of user non-activity, XP logs the user off and does not
retain the previous users personal settings. Once activity is
resumed, the Welcome screen with all the users is shown and one has to log
in
and wait while the personal settings are started all over again. This issue
appeared unexpectedly
after several years of no such problem.

There is no check mark in the 'On resume display Welcome Screen'.

Hibernation settings?

I am running WinXP HE SP3. Hibernate is not engaged.
