Power management questions

I'm running XP using simple file sharing and welcome screen. Each user
account has its individual power settings: time to turn off monitor,
time to turn off disks, time to suspend, etc. Assume the computer is
sitting at the welcome screen and several users are logged on (but none
is active or we wouldn't be a welcome screen). Question which account's
power parameters does XP use?

Interesting question - I would guess that the system defaults would
be in effect. Defaults being values that are present when new profiles
are created, before customizations/personalizing are done.

If that is the case, how would one view/set those defaults?

Set up a test scenario.

It is very difficult to do that. If any (system or other) process gulps
a little CPU, some of the timers get reset. That I cannot control. I had
hoped that someone out there know the algorithm that MS implemented.
Perhaps I should have been more specific!

Yes it's a good question. Sorry I don't know the answer.

I have not tested fast user switching, but normally at the log on
screen, the Power options of the last logged on user is what is in effect.
