Power Blue Flash Before "Welcome Screen"

I keep getting this blue screen blink/flash before the welcome/login screen.
I also get it when pressing the windows key + L to logoff. It's driving me
nuts because it doesn't jive with my colors. HELP!!

I modified my loginui.exe file and changed the "welcome screen" to black. I
checked the file and there are no powder blue bitmaps in it that represent
this screen.

I googled and tried a few things like going into the registry in
HKEY_USERS\.Default\Control Panel\Desktop and adding the location of a BMP
to the Wallpaper entry and NO CHANGE.

I also tried changing the RGB value in the HKEY_USER\.Default\Control
Panel\Colors string to 0 0 0. NO CHANGE.

ANY SUGGESTIONS?

yeah maybe it's an error screen flashing by
reboot, toggle F8 to get to advanced menu options
choose disable automatic restart
reboot
when the blue screen flashes you might have a hope of seeing what it says
Good Luck!

Never seen a Powder Blue error screen.Seen a Dark Blue one though. I still
say that this it is in his Display. When I boot up (none at shutdown) I also
get a color screen that flashes. It is powder green and that is the color
that is set for none in Display

Sounds like your desktop default color if you don't use a desktop display
graphic.
Change it to black or whatever ambiance shade you desire.
