I had the message "The command can not execute" or similar when double
clicking on an attachment in Windows Mail. The funny thing is that this
problem started suddenly yesterday. I also had some weird problems with
Norton Internet security, so with considerable trouble I un-installed it from
the control panel. Now suddenly the attachments WORK AGAIN!
I am now whithout virus protection, so I will try to re-install Norton and
give it one more chance. Who knows what will happen..... I will try to report
here.

Hello Peter.
It has worked with scanning on since january 2009 and suddenly stopped
working yesterday. I also recently got other Norton-related problems.
However, I tried to disable email scanning, but this did not help. I simply
believe that my Norton installation was corrupt in some way. Maybe if the
scanning is disabled from installation, the risk for problems is less? There
might be some Vista or Norton or Windows Mail instability that might be
triggered in some situation if scanning is enabled.

What a mess...
I have to report that this did not solve the problem at all. After more
testing I find that after a reset I can open an attachment in the inbox ONCE,
but next time I try, the command can not execute. And this is without Norton.
After reinstall and whithout mail scanning the problems persists. For the
moment I believe it is some weird interaction between Mail and an existing or
nonexisting AV program. What to do? I was chatting with Symantec support
today but they could not offer any support.
Is it possi9ble to reinstall Windows Mail whithout reinstalling the whole
Vista?

That is how it starts. Out of the blue and especially with Norton.Do as you wish but
I have told you exactly what your issue is.
Norton is a virus, period. Disabling it will not work and the only way to disable
this Norton AV is by uninstalling it then re-installing it without the email
scanning option.
To uninstall the Norton completely ,you need to use their uninstall tool as per
below

Had you spent time reading relevant threads, you would have read that the
sure-fire solution was to UN-install IE8.
If you do not have IE8, then the following tutorial should help :

1. Are you running NIS 2009 v2.5 or v3.0?

2a. Have you installed IE8?

2b. Had you disabled all NIS components (i.e., anti-virus; anti-spyware;
firewall; any installed Norton Add-ons) prior to installing IE8?

3. Have you disabled NAV's scanning of incoming and outgoing mail?

4. Has another Norton or a McAfee application ever been installed on this
machine (e.g., a free-trial version that came preinstalled when you bought
it; an earlier version of NIS or NAV)?

5. Is "Cumulative Security Update for Internet Explorer 8 for Vista
(KB969897)" listed in Installed Updates?

6. If you do the following, does the behavior persist?

=> Start | All Programs | right-click on Windows Mail | select Properties
| Start in <=delete the value here (leaving it empty/blank) & OK your way
out.

7. Just asking for now!! Do NOT use such a Restore Point yet!! => Do you
have an available Restore Point which predates the install of IE8?

NB: Uninstalling IE8 (cf. http://support.microsoft.com/kb/957700) should
resolve the behavior but you should not have encountered it in the first
place if IE8 was installed properly; cf.

Thanks for the info. This may well protect me from further problems in the
future. But what I did to solve the problem for now was this. I removed a
couple of folders in the email program. Those were folders with old saved
email, often with big attachments. It seems the email account was corrupt.
Then I reinstalled Norton with email scanning on. I still have IE8. Now the
whole thing works as it should.

I suspect there will be more trouble again and then I will kill the whole
email account (having now saved important mails outside the mail program) and
recreate it. Then also it will be bye-bye to either Norton or IE8. It will
take some time but I will probably be able some day to tell who is corrupting
the mail database. Of course strictly it is probably Windows Mail itself, but
the interaction with AV programs and IE8 further having possibly installed
something that may affect this makes the work of Windows Mail more
difficulot. It is easy to imagine a number of possible glitches in these
interactions.

Thank you all for responding.

Hello PA Bear!
Thanks for taking time to assemble that list. This together with other
advice in this thread will be used when/if I get trouble again. But for now I
did not go to the root of the problem, but rather fixed the corrupt mail
account. Now things work again and all looks OK on the surface.

I now have IE8 and Norton Internet Security with email scanning active! As
you see, I am a bit stubborn (stupid?). If trouble arises I will kill and
recreate the mail account (important things being saved beyond the reach ow
the mail program) and then examine your list and other advice and do only one
or two things. And so on. Hopefully I will then be able to pinpoint the real
problem some time in the future.
Best regards

You'll be back. ;-)
Running Norton with scanning enabled is sure to corrupt Windows Mail
over time.
