You can't. Unless you install external software that works with IE to
block the popups.
I installed MozillaFirebird browser (free) last week which has inbuilt
protection against all this stuff that thrusts itself upon me without my
permission. And *all* problems were solved. No popups, no javascript
screwing up my webpage, control over fonts, tabbed browsing, etc.
