No popup window

I have a 2000 Terminal Server with IE 6.0
When a normal user, a user in the Domain Users group, attempts to go to a
site that uses popup windows, the windows fail to load and report an "Access
is Denied" error. We are not using any popup blockers on the Server.
If I take a normal user and put them in the Domain Admins group, the popup
window works fine.
This is either accessing an Intranet site (like our webmail) or an Internet
site (like http://edit.companion.yahoo.com/config/slv4_page?.p=pubtry)

Have you tried comparing the two cases with a script debugger?

Otherwise try running ProcMon filtering on iexplore.exe for both cases
and compare the two traces?

At least you could try setting Active Scripting to Prompt
(e.g. using Custom Level... Security Settings dialog)
and then seeing when the difference starts.
