popup blocker won't stay enabled

when IE launches popup blocker is off. I manually turn it on, but it failds
to stay enabled.

No, I don't even really know who's site it is but it's a nice one AND they
take HijackThis logs

Possibly a corrupt registry key. Search for the DWORD PopUpMgr and advise
what the current setting is.
