The "-Microsoft Internet Explorer" text in the top blue
area of the window is not the culprit. This is standard
when a title tag is not used in the HTML. Many pop
blockers exist. An excellent one is from Google when you
install their handy google toolbar. It installs as a
bonus. And, you can easily turn it off. http://toolbar.google.com/

Sure it does. It doesn't stop 100% of the pop-ups, but it gets most of
them.
