I keep getting pop ups in explorer that have "-Microsoft
Internet Explorer" in the top blue banner. How can these
be stopped?

The "-Microsoft Internet Explorer" text in the top blue
area of the window is not the culprit. This is standard
when a title tag is not used in the HTML. Many pop
blockers exist. An excellent one is from Google when you
install their handy google toolbar. It installs as a
bonus. And, you can easily turn it off.

The Google Tool Bar blocker does not work.
