Pop-ups

I am unable to delete some files I beleive to be Pop-Ups.
Message says "file in use". Is there a way to start up
my computer in DOS mode so I can delete files using the
old MS DOS method? I'm running Windows XP Pro on a Dell
XPS. Is there a free way of getting rid of POP_UPS?
Thanks for any advice.

Nope. Not if you're in NTFS. If in FAT32 one can boot with a 98 bootdisk
and use dos to do whatever you want.
