Pop-ups and file links in IE not working

Hi -

I'm having issue on several PCs in my environment with IE and opening file
links. Example: We have a web page on our intranet site with a link to a
Office Access database file (MDB). On most PCs, if you click on the link
you are prompted with an Open or Save dialog box. On the problematic PCs, a
second browser window opens when the link is clicked, the browser window is
blank and the cursor indicates the window is busy and the file never opens
nor is there a prompt to open or save. I can't determine what settings on
these PCs are keeping the users from getting the ability to Open or Save the
file.

The PCs are a mix of XP Gold, SP1 and SP2. It happens for both local admins
and non-local admins.

I have checked many of the settings in IE and downloads are allowed, etc.

Any ideas where I can look?

you can't open MDB files direct you need to manipulate the data using ASP if
you want to display the information on the web (or intranet).
