the Matrix has me said:

My puter seems to have a problem opening a 2nd window automatically
when you click on a link (e.g. when I'm in Pogo and am attempting to
get into a game room, a 2nd window is opened by explorer, normally
some advertising occurs for a few seconds and the room is opened.)
For the last while, the 2nd window opens up but 2 seconds later
instead of any advertising, I get a msg that the action has been
cancelled and the connection has been refused, subsequently nothing
happens, no room is opened.

Even in Netscape 7.02, I usually get this annoying little pop up, that
now says a connection was refused when attempting to contact so and
so.

I'm obviously not concerned about not being able to see the ad, but
rather not having access to that 2nd window. This happens in both IE
6.0.2800.1106, but also in Netscape.

I have adjusted IE settings so the security is on the lowest setting,
I have also enabled all ActiveX controls that I see.

I'm not sure if it is a setting that I can adjust or a pop up program
that I may have downloaded (the only one I can think of is one that
came with Kazaa, which I also uninstalled)

Any suggestions or ideas would be greatly appreciated.

Enable Cookies, if you have not done so, and see if that makes a difference.

OK tried that, set to accept all cookies. Still the same problem. Any other ideas?
