A pop-up killer kills desired pop-ups. It gives the link to the killed
pop-up, but it is still annoying.

This pop-up killer does not appear to be associated with IE 6.0, but it
is not plaguing me in Netscape 7.1.

How do I find and disable this pop-up killer? I cannot find it in any
part of the Tools Menu.

with IE open go to the TOOLS menu and you will find the POP UP BLOCKER options, you can turn it on/off, you can add trusted sites there also.

Then you don't have Windows XP Service Pack 2 installed. You never did
mention what version of Windows that you are using. With the Service
Pack 2 for Windows XP, a popup blocker gets added to Internet Explorer
and you will see a new entry under the Tools menu. If you are not
running Windows XP, or you are but you have not installed Service Pack
2, then you either have javascript disabled in the Internet security
zone or you are using a 3rd party popup blocker. If you are using a 3rd
party popup blocker, it's up to you to know how to configure it and how
to use it. Most popup blockers will temporarily disable popup blocking
if you first press and hold the Ctrl key when you click on a URL link.

that probably means you do no have SP2 installed.
problem might be caused by a firewall. I know Outpost has this feature.
several other TOOLBARS you can install also have pop up blocker, like GOOGLE for instance.
