pop-up blocker preventing me from opening new webpage from existin

I have XP Home, Norton Internet Sec. and Anti Virus.

This is my problem... I got to this link below...(Levis)

click on "help" on top right of page, go to bottom right of next page under
"company facts" and click on bottom one "contact us." a line will appear at
bottom of this page which will say...

"please click here for info on how to contact us....." I click on "click
here" and nothing pops up. It is being blocked by something. Some software
on explorer is blocking this from opening a new window. How do I turn this
software off?

all I hear is a clicking noise telling me that some blocker software is
preventing me from opening to a new page.
where do I go in explorer to turn this blocker off that I have not tried
already?

I have tried going to the Internet explorer and clicking on "Tools" and
turning off the pop-up blocker, but this doesn't help. I have gone into
"tools" and then
"internet options" and "security" and made sure pop-ups are enabled/blocker is
disabled. Did not work either. I have temporarily disabled both of
Norton's products as well. I don't know where else to check for pop-up
blockers.??? I have also gone to "tools" and pop-up blocker settings
and changed to "Low".
