Policy rejection on the target address?

What means: "Policy rejection on the target address"?

I tried to send an email to 2 address with a zip file as attachment.

Every time a received an automatizated message:
"Policy rejection on the target address"

Then I tried to send the same message from the server's website, and it was
sent without problem.
