policy not reflecting

we changed our isa server recently. we use windows 2000
active directory domain. we applied a group policy, in
which in the user configuration-windows settings-internet
explorer maintenance-connection-proxy settings the enable
proxy settings option is enabled and the IP of new isa
server is entered. Now whenevr client machines are trying
internet access using Internet explorer, they are unable
to access internet. When i checked proxy settings is
internet explorer , they are changed to old isa server
address which no longer exists. So every time we have to
change the address manually. I checked to confirm that we
are not using any other policy.
Please suggest any solution on this.

Could be that:
1. the group policy has not been linked to to a site/domain/ou
2. a block inheritance has been set up
3. users do not have the rights to read or apply the GPO
4. There is a group policy you did not find that is over-riding
5. There is an old system policy that is over-riding
