Proxy settings by user dont work, why?

I have set up a web content filtering server that has a different IP to our
ISA server. All http requests should go to this machine and I was trying
to redirect this using group policy. So I have set User Config > IE
maintenance > Connection/Proxy Settings to this other IP - 192.168.1.2.
Our ISA server is 192.168.1.1

I have also configured Computer Config > Admin Templates > Windows
Components/Internet Explorer > make proxy settings per machine to Disabled.

When a user logs in the settings in IE have been changed - you can see them
in Internet Options > Connections > LAN Settings > Proxy Server. However,
all http requests are still being serviced directly by the ISA box and hence
no filtering.

Interestingly (more like annoyingly tediously), if I set Computer Config >
Admin Templates > Windows Components/Internet Explorer > make proxy settings
per machine to enabled - then the http requests are rerouted to 192.168.1.2
BUT this hardcodes it into the machine for ALL users of that machine.
There are some users who need to have the ISA server as a proxy without
content filtering.

So - I know it should work - but it doesnt. Why? Seriously, if anybody
can answer this or at least point me to something to look at I would be very
thankful. Where do I look? are the proxy settings held elsewhere other
than IE? i.e are there some command line tools to use

I have since determined (usually happens as soon as I post it) that a
permissions issue is preventing the users from changing the proxy settings
even though they would appear changed in IE. If I add the users to local
admins then all works OK

Any idea what permissions I would have to change to get it to work within a
standard user account?
