plug and play will not install CD-ROM

I am getting an "error 19" message saying that there is a
problem in the registry regarding the cd-rom drive. When
I uninstall the driver and re-search to find new hardware,
the system finds the cd-rom okay -- and installs the
driver -- but after re-booting to complete the
installation, the cd-rom drive does not show.
