Try using a different monitor. Is the picture good? Then your original
monitor needs to be replaced.
Is the picture just as bad with a different monitor? Then restart Windows in
Safe Mode. Is the problem solved? Then you need to reinstall the driver for
your video card (or upgrade to the latest version of your video card
driver.)

Right click on the desktop and select Properties. Choose the Settings tab
and click on the Advanced button. Choose the Adapter tab and look at the
name under Adapter Type.
You don't need to replace your video card with the exact same model.
