Please Help!!--Opening Attachments

Why do I continue to get the "open" or "save" security warning whenever I try
to open an attachment even though I continually uncheck the "always ask this"
box. Is there a way to fix this short of a re-install? Thanks!
 
This option only has effect when you are logged on as an administrator.
