how do I eliminate open or save attachment question in email

I use Outlook 2003 with hotmail. When a message has an attachment--.pdf,
..doc, .xls, I am warned and asked if I want to open or save the attachment.

The option to 'always ask for this type of of file' is grayed out, so I
can't turn it off.
Is there a way

right click on Outlook does not bring up open as adminaistrator option. I am
signed in as administrator. In properties/security/ I granted full
permissions to everyone. option to turn off question still turned off.
