PLEASE HELP ME: CheckDisk: Access Denied On Reboot

CheckDisk in XP SP2 can't access my system drive C: before or after reboot.
Message says unable to access, then system starts normally, BUT, I CAN'T BOOT
INTO SAFE MODE EITHER. The Loading drivers scroll down the screen, but just
never finish loading. I MUST Have A BADDIE. I Have Updated Kaspersky
AntiHacker and AntiVirus, PCTools Spyware Doctor, System Mechanic 6
Professional, WinPatrol Plus, SpyBot Search and Destroy. Everthing comes up
clean, but not being able to access Safe Mode is not helping me at all.
PLEASE RESPOND WITH WISDOM.
