Please help! cmd.exe application error

When I tried to start the command prompt from both the
shortcut in Start Menu and run it directly by double
click the cmd.exe file, the following message appear:

cmd.exe - Application Error
The application failed to initialize properly
(0xc0000142). Click on OK to terminate the application.

The worse thing is that, my logon script can't be run due
to this problem.

Please help me to solve this problem

Very often failures of cmd.exe (and the Task Manager and regedit)
indicate virus infection. What does a scan with your current antivirus
(using updated definitions) show? If the machine is clean, please post
back.

Same error messages here

Initial problem was PC refused to turn off .......had to turn off at the power source

Even though Windows appeared to load correctly and mouse was powered up but if i click on anything the whole thing freezes and system appears to be hanging


mouse wont work
keyboard wont work

have tried non destructive reload but that makes no difference and now got
Windows extremely slow to load up

I got the message CMD.exeApplication Error failed to initiualise properly
0xc0000142


I have Nortons Antivirus and pop up /malware protection on permanantly

have tried Microsoft website which is no help

This is the 3rd time i have had to reinstall in 2 years and i dont have the CD for windows XP
Blasted Carrera PC and they installed XP and of course did not give me the disc

I am so tired of the problems Windows XP creates
