please help...big problem

i have an older dell latitude cpx im running windows ME and just the other day i started it up and the active desktop recovery came up... it wont let me do anything at all, but it will let me get on the internet, how ever nothing is right every page a go to a thing pops up on the sceen asking me if i want to proceed......someone please help

also i forgot.... i dont have the bar at the bottom of the screen where the start menu is at...

Don't use active destop ... one of the worst things about ME ... turn it off.
