Play a sound for every new email

I have a client that wants Outlook 2003 to play a sound whenever he get an email message. I have noticed that when there are other unopened emails in the inbox, a sound "alert" is not given. Is this standard or can we change it? If so How?

The default is to play a new mail notification sound no more than once every
5 minutes. On a busy help desk, you would have a virtual symphony going on
if it played for every mail.

If the client wants a new mail sound for every mail, then have him disable
the default and use rules to play a sound. Ensure the client understands
the procedure so s/he can reverse the steps when it proves too annoying.
