That's different in China.
Courts in China always favor locals, not a foreign company

Say, a Chinese company in China illegally installed 100 pirated Windows
(Volume License of course) into 100 PC, get sued by Microsoft.
Microsoft asked for, say, USD 80,000 for loss. But the court only fine the
Chinese company USD 15,000 (100 x USD 150).
However, if a foreign company in China get sued by Microsoft, that's a
different story.

Many years ago, Microsoft sued a well-known and respectful Chinese company
for using pirated Windows 98, Microsoft soon become Chinese' public enemy,
Microsoft loss in that case anyway. Moreover, Chinese computer manufactuers
ally up and refuse to pre-installed Windows. OEM is a big revenue to
Microsoft. I still remember at that time, it's almost impossible to find a
PC with COA sticker.

The truth is, in almost every lawsuit, Microsoft loss $$$ whether she wins
or not, because the fine is too small to cover the total cost of filing a
lawsuit.

Microsoft learnt a lesson, doing buisness in China is unique and
complicated.

In my opinion, Microsoft should use technology to stop Chinese people using
pirated Windows, not through legal actions.
