Ping not working

I have Windows 2000 Pro system that the ping command is
not working on. When I try to ping something, either by
IP or name, I get an error stating "Unable to initialize
Windows Sockets interface, error code 0". This even
happens when I try the local loop back address, 127.0.0.1.
