Ping by IP address OK but not by name

I have 3 Windows 98 machines connected to a router with a new XP machine. The Windows 98 machines see each other. One of the Windows 98 machines sees and can be seen by the XP machine. The XP machine can ping all of the 98 machines by IP address and the 98 machines can ping the XP machine by address but two of the Windows 98 machines cannot ping the XP machine by name and the XP cannot ping them by name. All of the machines connect to the internet through the DSL modem fine. What can be causing the name resolution problem?

Do you have NetBIOS over TCP/IP enabled? Details here.

Enable NetBIOS Over TCP/IP (NetBT)
