I could not come up with that particular utility, but I think this one
is on the same principle and should serve your purpose. I came upon it
by accident. It's called
Ren2Title only 15 KB and here is a brief description from the readme
file:

Ren2Title is an utility to rename HTML files (.htm/.html) to their
respective titles as
defined by their <TITLE></TITLE> tags. Useful for organizing collections
of HTML files for browsing, archiving, reading purposes, etc.

- Renames either a single HTML file (.htm/.html) or all the HTML files
in an entire
directory.
- Renames files via commandline, shell extensions or via a graphical
interface in the
application itself

For personal use only. Commercial use is STRICTLY forbidden.
