How does one send a jpg photo as an actual part of the message rather
than as an attachment?

Insert-> Picture... Make sure you are composing in HTML format

Thanks for info. However whenever I do an insert, perhaps I'm not in
HTML format because the photo is installed as an attachment. How do I
compose in HTML?

You can change the default composing format by going to Tools-> Options->
tab Mail Format
