Most of the people at alt.comp.freeware recommend IrfanView. Personally
I like FastStone Viewer better.

Either will allow you to manage large quantities of images and create
contact sheets.

If you have MS Word you can copy/paste photos.

A couple more suggestions:

Right click a photo in your Picture folder and choose
Print...this will open the Photo Printing Wizard / Next...
check the photos you want to include / Next / Next /
Choose a template...Clicking Next one last time will
print the page.

The freeware Picasa has a Collage option...just select
a group of photos and go to...Create / Picture Collage.
