Picture hotspots and Screen tips

I have a GIF of a map on my website and I want to insert a hotspot so that on
a mouse over a screen tip shows, and on a mouse click it jumps to a bookmark
on the page. The regular screen tip is too small and seems to take to long to
appear. I know how to insert a dynamic screen tip using layers for text on a
page but I can’t get it to work on a hotspot or a text box inserted on the
GIF map. Could someone point me to some information on this, or am I hoping
for too much. I’m using FP 2003 on a window server.

That's what I have in mind, but I can't figure out how to make it work on a
picture hotspot, or anything else for that matter. Over my head.
