Try this...right click an image file and
from the menu, go to......Open With /
Choose Program / Windows Picture
and Fax Viewer...be sure to check the
box..."Always use the selected program
to open this kind of file".

Right click on a picture file. Select "open with" from
the drop-down menu. Select "Choose program". Select the
program, in this case "Windows Picture Viewer..". Check
the box that says "Always choose the selected program for
this type of file"
